The Municipal Assembly

The local self-governance is exercised directly through freely elected representatives and management of public affairs of collective, specific, and general interest to the local population.
Our citizens are the ones who decide about the activities of the Municipality: through their elected representatives in the Municipal Assembly, through civil initiative, citizens’ assembly, and referendum.
MUNICIPAL AFFAIRS ARE RUN BY THE FOLLOWING MUNICIPAL BODIES:

The Municipal Assembly is a representative body of citizens comprised of 61 representatives, elected in direct elections; the assembly is presided by and its work is organized by:
· the President of the Municipal Assembly and
· the Deputy President of the Municipal Assembly
In the organization of work of the Municipal Assembly, the President and Deputy President are assisted by the Secretary of the Municipal Assembly.
The Executive Officer of the Municipality is the PRESIDENT OF THE MUNICIPALITY.
The President of the Municipality represents the Municipality, directly enforces, and is in charge of enforcing decisions and other acts of the Municipal Assembly. The President allocates the municipality budget, proposes decisions and other acts adopted by the Municipal Assembly, is in charge of executing entrusted matters from the field of rights and duties of the Republic, that is, the Autonomous Province, directs and coordinates the work of the Municipal Administration Departments, adopts individual acts, etc.
The President of the Municipality has a Deputy who acts on the president’s behalf in case of the President’s absence and inability to perform his duty in accordance with the Law.
The President of the Municipality is assisted in his work by:

THE MUNICIPAL COUNCIL is a body that coordinates the work of the President of the Municipality and the Municipal Assembly and has a supervisory function in controlling the work of the Municipal Administration Departments. The Municipal Council is comprised of 11 members, whose work is presided and managed by the President of the Municipality.
The Municipal Council draws up drafts of the municipality budget, supervises the operation of the Municipal Administration Departments, in administration procedures of the second degree it decides on the rights and duties of citizens, companies, and institutions, performs tasks from the original scope of the municipality jurisdiction, and it assists the President of the Municipality in performing other duties within his jurisdiction.

For handling administrative and specialised affairs in certain areas, the total of 6 Municipal Administration Departments and one Specialised Service of the Municipal Assembly have been formed, which count 174 employees whose work is managed by the Heads of the Municipal Administration Departments, that is, the Secretary. The Municipal Administration Departments are situated in the building of the Sremska Mitrovica Municipality, at 13, Saint Demetrius Square.
The Municipal Administration directly enforces regulations and other acts, deals with specialized affairs and enforces republic laws. Operation of the Municipal Administration Departments is managed by the Secretary of the Municipal Assembly.
THE MUNICIPAL ADMINISTRATION DEPARTMENTS ARE:
1. THE MUNICIPAL ADMINISTRATION DEPARTMENT FOR GENERAL ADMINISTRATION AND JOINT AFFAIRS

The Municipal Administration Department for General Administration and Collective Affairs performs administrative and specialized tasks in the field of personal status of citizens (citizenship, register books, personal names, marriage, voter registration lists and other). It runs the service center and archive, reception and dispatch of mail, certifies signatures, copies, and manuscripts. It performs the duty of the commissariat for refugees and internally displaced persons, takes care of the personal affairs for the Municipal Administration Departments and Specialized Service. It is also in charge of regular and investment maintenance of the buildings where the Municipal Administration Departments and the Municipal Assembly are seated. This Administration Department also performs other specialized technical and administrative tasks for the needs of the Municipal Administration Departments, the President of the Municipality, the Municipal Assembly, the Specialized Service and the Municipal Council. The Department is in charge of the affairs of the following Local Community Offices of the Municipality: Bešenovo, Bešenovački Prnjavor, Bosut, Veliki Radinci, Grgurevci, Divoš, Zasavica I, Zasavica II, Jarak, Kuzmin, Laćarak, Ležimir, Manđelos, Martinci, Mačvanska Mitrovica, Noćaj, Ravnje, Radenković, Salaš Noćajski, Sremska Rača, Stara Bingula, Šašinci, Šišatovac, Šuljam, and Čalma.
2. THE MUNICIPAL ADMINISTRATION DEPARTMENT FOR EDUCATION AND CULTURE

This department performs administrative and specialized tasks on direct enforcement of laws and other regulations within the original jurisdiction of the Municipality, as well as tasks entrusted to the Municipality in the fields of primary and secondary education, culture, public informing of local significance and affairs of primary health protection. It drafts and proposes adoption of acts under its jurisdiction, which are then adopted by the Municipal Assembly, the President of the Municipality and the Municipal Council. It is in charge of proposing balances of the funds required for financing public expenses and financing public services in the fields under its jurisdiction. As part of the specialized services, the Municipal Administration Department for Education and Culture also attends to the tasks of inspection and supervision of primary and secondary education.
3. THE MUNICIPAL ADMINISTRATION DEPARTMENT FOR PRESCHOOL EDUCATION, SPORT AND SOCIAL WELFARE

The Department attends to administrative and specialized affairs in direct enforcement of laws and other regulations from the original scope of the municipal jurisdiction, as well as to those affairs entrusted to the Municipality in the fields of: preschool education, physical education, sport, child care and social welfare, and welfare of veterans and disabled persons. It drafts and proposes adoption of acts from its jurisdiction to the Municipal Assembly, the President of the Municipality, and the Municipal Council. This Department is also in charge of proposing balances of the funds required for financing public income and financing public services in the fields of preschool education, sport, child care and social welfare, and welfare of veterans and disabled persons within the authority of the Municipality.
4. THE MUNICIPAL ADMINISTRATION DEPARTMENT FOR URBAN PLANNING, HOUSING, AND PUBLIC UTILITY SERVICES

This Department attends to administrative and specialized affairs in direct enforcement of laws and other regulations from the original scope of the municipal jurisdiction, as well as to those affairs entrusted to the Municipality in the fields of: urban and spatial planning, construction of objects by legal and physical entities, public utility services, housing related issues, maintenance of residential buildings and utilization of land, construction and maintenance of local and unclassified roads, and environmental protection. It undertakes measures in the event of natural and other disasters and creates conditions for elimination of the consequences. Another task of this Department is drafting and proposing acts from its jurisdiction, which are adopted by the Municipal Assembly, the President of the Municipality, and the Municipal Council. The Municipal Administration Department for Urban Planning, Housing, and Public Utility Services also performs, as part of their specialized services, the tasks of inspection and supervision in the field of construction of objects by legal and physical entities, public utility services, environmental protection, as well as other inspection tasks in compliance with the law.
5. THE MUNICIPAL ADMINISTRATION DEPARTMENT FOR ECONOMY AND ENTREPRENEURSHIP

This Department attends to administrative, specialized and analytical affairs in direct enforcement of laws and other regulations from the original scope of jurisdiction of the Municipality, as well as to those affairs entrusted to the Municipality in the following fields: agriculture, waterpower engineering, traffic, tourism, commerce, catering, trades and other economic branches and entrepreneurship. Another activity is drafting and proposing to the Municipal Assembly and President of the Municipality adoption of municipal development programmes, as well as other acts from the fields under its jurisdiction, undertaking measures in the event of natural and other disasters and creates conditions for elimination of consequences, and providing specialized services for municipal stock reserves. The Municipal Administration Department for Economy and Entrepreneurship also performs, as part of the specialized services, the tasks of inspection and supervision in the field of traffic and other inspection tasks in accordance with the law.
6. THE MUNICIPAL ADMINISTRATION DEPARTMENT FOR BUDGET AND FINANCE

This department executes the budget, performs the tasks related to the administration of property utilized by the Municipality, it runs the treasury operations and budget inspection and audit operations. It monitors and reports on the balance of funds of the Municipal Administration Departments and Municipal Bodies. The Department also attends to bookkeeping and accounting operations and tasks of registering the resources owned by the Municipality, the Municipal Bodies and the Municipal Administration Departments.
7. THE SPECIALIZED SERVICE OF THE MUNICIPAL ASSEMBLY

The Specialized Service attends to specialized and other operations such as: preparing and organizing meetings of the Municipal Assembly and its working bodies, providing and giving professional opinion regarding the work and objectives of the Municipal Assembly and its working bodies, preparing drafts of decisions and other general acts adopted by the Municipal Assembly and its working bodies from the field of organization of the system of authorities. It prepares materials and data required for the regular work of the Municipal Assembly and its working bodies, monitors enforcement of conclusions by working bodies, and attends to publishing general and other acts of the Municipal Assembly. Another operation run by the Service is providing specialized assistance to local community offices regarding their organization and work, and performing specialized and administrative tasks for the officials of the Municipal Assembly.

The Municipal Legal Office was founded in accordance with the Law on Public Attorney’s Office (Official Register of the Republic of Serbia, number43/91) and the Decision on Public Attorney’s Office of the Sremska Mitrovica Municipality (Official Register of Srem Municipalities, number 14/92) to attend to the affairs of legal protection of proprietary rights and interests of the Municipality of Sremska Mitrovica.
The headquarters of the Municipal Public Attorney’s Office is in Sremska Mitrovica.
The Public Attorney’s Office is represented by the Municipal Public Attorney, Nada Romakov, BA in Law, appointed by the Municipal Council. The Municipal Public Attorney has one Deputy appointed by the Municipal Assembly. The Deputy Public Attorney is Lidija Subašić, BA in Law.
